The NAfFS Hamburg – University of Applied Sciences, founded in 2010, is a public law institution with more than 400 students. It provides training and advanced training to civil servants of the tax administrations in Hamburg, Bremen, and Mecklenburg-Western Pomerania. The NAfFS is supported by the Ministry of Finance of the Free and Hanseatic City of Hamburg. It is divided into three sectors: the university sector, the finance education sector, and the advanced training sector. In the university sector, students participate in a dual study program leading to a Diploma degree in Finance (Diplom-Finanzwirt). The financial education sector offers a dual training program that leads to a degree in fiscal economics (FinanzwirtIn). The theoretical part of the program is taught at seperate locations according to the respective federal states, namely at the Norddeutsche Akademie für Finanzen und Steuerrecht (Hamburg), at the Haus des Reichs (Bremen), and at the Güstrow University of Applied Sciences (Mecklenburg-Western Pomerania). The practical part takes place at the respective state’s tax office.
